ペルソナ・ノン・グラータ（persona non grata）とは？

「ペルソナ・ノン・グラータ（persona non grata）」とは、外交上「受け入れ不可能な人物」を意味する国際法上の用語です。

※「ペルソナ・ノン・グラータ」は「好ましからざる人物」と呼ばれることもあります。

これは、国際慣習法およびウィーン条約（外交関係に関するウィーン条約, 1961）に基づく公式概念で、国家が他国の外交官・外交職員に対して出す最も強い形の不信任表明です。

Article 9 — Persona non grata
●ウィーン条約第9条（Persona non grata 条項）

1. The receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable. In that event, the sending State shall, as appropriate, either recall the person concerned or terminate his functions with the mission. A person may be declared non grata or not acceptable before arriving in the territory of the receiving State.

1.受入国は、いつでも、またその決定について説明する義務を負うことなく、派遣国に対し、使節団の長、または使節団の外交職員のいずれかの者がペルソナ・ノン・グラータ（好ましからざる人物）であること、あるいは使節団の他の構成員のいずれかの者が受け入れ不可能であることを通告することができる。

この場合、派遣国は、状況に応じて、当該人物を召還するか、または使節団におけるその職務を終了させなければならない。

人物が受入国の領域に到着する前であっても、その者をペルソナ・ノン・グラータまたは受け入れ不可能と宣言することができる。

2. If the sending State refuses or fails within a reasonable period to carry out its obligations under paragraph 1 of this article, the receiving State may refuse to recognize the person concerned as a member of the mission.

2.派遣国が、この条第1項に基づく義務を、合理的な期間内に履行することを拒否したり、または怠った場合には、受入国は、当該人物を使節団の構成員として承認することを拒むことができる。

条文の核心部分は、「いつでも」「理由を示すことなく」宣言できる――という点です。
